After hearing the learned counsel for the petitioner and the learned Special Government Pleaders for the respondents, this writ petition is disposed of at the time of admission without expressing any opinion on merits of the case, by directing the second respondent to consider the petitioner's representation dated 27.08.2009 and pass appropriate orders on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this order. 2/4

3. Needless to state, before passing such order, the petitioner as well as the third respondent shall be heard.
