Writ petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus, directing the respondents to ensure prompt payment of monetary reliefs to the leprosy affected and physically challenged members of the petitioner Association in their respective bank accounts, to ensure their right to life by considering the representations dated 09.01.2017, 01.03.2017, 06.05.2017, 12.05.2017, 27.06.2017, 30.06.2017, 12.08.2017 and 28.09.2017.

Mr.R.Govindasamy, learned Special Government Pleader takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal at the admission stage itself.
2. The petitioner Association seeks for a direction to the respondents to ensure prompt payment of monetary reliefs to the leprosy affected and physically challenged members in their respective bank accounts.
3. Heard the learned counsel appearing for the petitioner and the learned Special Government Pleader appearing for the respondents.

Mr.N.Manokaran, learned counsel for the petitioner submitted that all the members of the petitioner Association are recipients of the monetary benefits from the hands of the respondents and however, such monetary benefits have not been paid periodically every month and on the other hand, they are being paid once in six months, thereby making the members of the petitioner Association to suffer for their livelihood. Therefore, he prayed that the respondents may be given a suitable direction to credit the said monetary benefits in their respective bank accounts periodically every month, without any default.

The learned Special Government Pleader for the respondents submitted that if the members of the petitioner Association are already receiving the monetary benefits, as claimed by them, the respondents will take appropriate action to consider the request for crediting the said monetary benefits periodically in their respective bank accounts.

Considering the above stated facts and circumstances and the plight being experienced by these members of the petitioner Association, this Court is of the firm view that the said monetary benefits, being paid to them, cannot be made in a lumpsum payment once in six months and on the other hand, it has to be paid periodically by crediting the same every month in their respective bank accounts, so as to enable those members to enjoy such benefits then and there. Accordingly, this writ petition is disposed of, by directing the respondents to consider the representation of the petitioner and its members and take suitable action as discussed supra, and ensure that such monetary benefits is being paid to them, if they are already receiving the same, periodically every month by
crediting the same into their respective bank accounts. Such exercise shall be done by the respondents within a period of four weeks from the date of receipt of a copy of this order. No costs.
