(Judgment of the Court was made by the Hon'ble Acting Chief Justice) Today, when the writ appeal is taken up for hearing, learned counsel for the appellant seeks permission of this Court to withdraw the writ appeal with liberty to make a representation before the authorities concerned. He has also made an endorsement to that effect.

2. In view of the above, the writ appeal is dismissed as withdrawn with the liberty as prayed for. It is made clear that, if any such representation is made by the appellant, the same shall be considered by the authorities concerned purely on merits and in accordance with law.
