Kilputhur Village Panchayat, Vandavasi Taluk, Desur (VIA), Tiruvannamalai District - 604 501. ..Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a writ of Mandamus directing the respondents to consider the representation dated 22/04/2024, regarding to provide lighting facilities in the existing 3 electrical lamp posts near by the temple including other places near by Adi Dravidar colony, Kilputhur Village, Vandavasi Taluk, Tiruvannamalai District and there by provide drinking water facilities by laying pipe line to the temple in and around the temple residents, and also directing the 1st respondent to convening a meeting of the villagers and take decision or providing permanent pathway to go to the temple by the public path way and dispose of the same on merits and in accordance with law. By consent of both the parties, this Writ Petition is taken up for final disposal at the admission stage itself.

2. This writ petition is filed for a direction to the respondents to consider the representation of the petitioner dated 22.04.2024 to provide lighting facilities in the existing three electrical lamp posts nearby the temple and to provide drinking water facilities by laying pipe line and also for a direction to the 1st respondent to convene a meeting of the villagers to provide permanent pathway to go to the temple.

3. According to the petitioner, he is a resident of Kilputhur Village, Vandavasi Taluk, Tiruvannamalai District and there is a temple by name Gangaiamman Temple in that village. There is no road facility to reach the temple. Further, no lighting and drinking water facilities are available near the temple. The residents of the said village made representation dated 25.01.2023 to the concerned authorities in this regard. The 2nd respondent vide proceedings dated 22.02.2023 had forwarded the said representation to the 4th respondent. The 3rd respondent has also directed the 4th respondent to 3/6

take necessary action and report the same. Till date, no action has been taken by respondents 4 & 6. Therefore, the petitioner sent a detailed representation dated 22.04.2024 to the respondents. Since the said representation has not been considered so far, the petitioner is before this Court with the above prayer.

Learned Special Government Pleader appearing for respondents 1 to 3, learned Standing Counsel appearing for the 5th respondent and learned Government Advocate appearing for respondents 4 & 6 submitted that the representation of the petitioner will be considered and orders will be passed within the time frame fixed by this Court.

5.Considering the nature of relief sought for in the Writ Petition and the submissions made on either side, without deciding the issue on merits, the respondents are directed to consider the representation of the petitioner dated 22.04.2024 and pass orders on merits and in accordance with law, within a period of twelve (12) weeks from the date of receipt of a copy of this order.
