ORDER

This writ petition is filed to call for the entire records connected with the impugned proceedings of the 2nd respondent in Na.Ka.No.3947/A3/2021 dated 19.08.2021 and quash the same.

2. The case of the petitioner is that the petitioner was appointed as Record Clerk on compassionate grounds in the year 1981 and thereafter, he was regularized and subsequently promoted as Librarian Grade III. At present, he is working as Librarian Grade-II at the Circle Library, Bharathidasan Salai, Alwarpet, Chennai. While the petitioner was discharging his duties, to his shock and surprise, the second respondent placed the petitioner under suspension vide proceedings dated 20.07.2021 and issued a charge memo dated 19.08.2021, alleging that the petitioner has created a WhatsApp group named 'Public Library Department Employees", wherein, one of the members has posted a video with obscene content. Challenging the said charge memo dated 19.08.2021, the petitioner has come forward with the present writ petition.

3. Learned counsel for the petitioner on instruction would submit that already the petitioner has filed a writ petition in W.P.No.9330 of 2024, claiming periodical increments, in which this Court vide its order dated 05.04.2024

directed the respondents to conclude the disciplinary proceedings within a period of three months from the date of receipt of a copy of the order. Hence, he prayed this Court that direction may be issued to the respondents to conclude the disciplinary proceedings, as expeditiously as possible.

In view of the limited relief sought by the learned counsel for the petitioner, this Court directs the respondents to conclude the disciplinary proceedings within a period of three months from the date of receipt of a copy of this order. Further, the respondents are directed to furnish all the necessary relied upon documents to the petitioner, enable him to effectively participate in the disciplinary proceedings.
