Petition praying that in the circumstances stated therein and in the affidavit filed therewith the High Court will be pleased To grant an order of Ad Interim orders, directing the 5th respondent University of Madras to issue the consolidated affiliation certificate forthwith for the purpose of submitting it to National Assessment and Accreditation Council (NAAC) by considering petitioners representation dated 01.06.2022 (in WMP.No.14358 of 2022).
Order : This petition coming on this day for hearing upon perusing the petition and the affidavit filed in support thereof and upon hearing the arguments of MR.ISAAC MOHANLAL, Senior Counsel for M/S.ISAAC CHAMBERS, Advocate for the petitioner and of MR.A.S.VIJAYARAGHAVAN, Advocate for the 5th Respondent, the court made the following order:- Heard Mr.Isaac Mohanlal, learned Senior counsel for M/s.Isaac Chambers for the petitioner and Mr.A.S.Vijayaraghavan, learned counsel for the 5th respondent.

This WMP has been filed seeking for a direction to the 5th respondent University of Madras to issue the consolidated afiliation certificate forthwith in favour of the petitioner college for the purpose of submitting it to National Assessment and Accreditation Council (NAAC) based on the petitioner's representation dated 01.06.2022, within a time frame to be fixed by this Court.
3. The petitioner states that their instutition was first accredited by the National Assessment and Accreditation Council (NAAC) with 'B++' grade in the year 2004. Later in the year 2010, it was accredited by the NAAC with 'A' grade. Subsequently, in the year 2016, it was accredited with 'A' grade. According to the petitioner, the 4th cycle of NAAC is due for the petitioner institution. According to the petitioner, they have completed all the formalities and uploaded the consolidated affiliation certificate issued by the 5th respondent Univeristy concerning the institution's report on 'Institutional Information for quality Assessment (IIQA)'. According to the petitioner, NAAC has asked the petitioner Institution to submit the consolidated affiliation certificate for the current academic year 2021-2022 on or before 06.06.2022.
The petitioner college by its representation dated 01.06.2022 has requested the 5th respondent University to issue consolidated affiliation certificate as required by the NAAC. According to the petitioner, the representation of the petitioner dated 01.06.2022 has not been considered till date in lieu of filing of the present writ petition W.P. No.9470 of 2022, which is pending on the file of this Court. It is also stated that NAAC has extended the date of submission of the consolidated affiliation certificate to 15.06.2022 which has now been extended to 22.06.2022. According to the petitioner, if the consolidated affiliation certificate is not granted, the petitioner college would be put to much hardship and the request for accreditation by NAAC will not be considered.
Accreditation of NAAC is essential for the petitioner college for the purpose of complying with the UGC regulations and guidelines of Central and State Governments.

For the reasons stated in this WMP, this Court is of the considered view that no prejudice would be caused to the respondents, if the petitioner's representation dated 01.06.2022 requesting the 5th respondent University to issue consolidated affiliation certificate in favour of the petitioner is considered on merits and in accordance with law, within a time frame to be fixed by this Court as the same is required by the petitioner for submission to the NAAC.
5. For the foregoing reasons, this Court directs the 5th respondent to pass final orders on the petitioner's representation, dated 01.06.2022 requesting for issuance of consolidated affiliation certificate in their favour on or before 21.06.2022. Accordingly, this WMP is allowed.
