From the records, it is seen that the petitioner, being a Contractor, was found to have given bogus Solvency Certificate and he was barred for three years and the Earnest Money Deposit was forfeited. Seeking return of the said Earnest Money Deposit, the petitioner made representations. As the said representations were not disposed of, the petitioner has come forward to file the present Writ Petition.
2.A perusal of the documents filed would show that the petitioner has been making representations to the respondent no.1 and was merely marking copy to the respondent no.2.

3.The learned counsel for the respondents submitted that the respondent no.2 is the Competent Authority to look into the grievance of the petitioner.
4.In such view of the matter, a direction is given to the petitioner to give a detailed representation to the respondent no.2 within a period of four weeks from the date of receipt of a copy of this order and on receipt of the same, the respondent no.2 is directed to pass appropriate orders within a period of four weeks thereafter.
