(Delivered by the Hon'ble Chief Justice) We have heard Mr.Karthik Jagannath, learned Government Advocate for the appellants; Mr.R.Karthikeyan, learned counsel for the first respondent and Mr.V.Anantha Natarajan, learned counsel for the second respondent.

2. It is submitted that, on 24.02.2022, the Government Order bearing G.O.(Ms) No.25, Highways and Minor Ports (HN.2) Department has been issued with regard to guidelines/norms to issue No Objection Certificate for setting up of road side Petroleum Retail Outlets.
