Nungambakkam in A.P.Nos.6 to 18 /2019. In this matter, the appellants are N.Mohanasundaram, D.Kannan, N.Shanmugavel, Thalapathy Siva, N.Balakrishnan, C.Mani, A.Ravichandran, D.Senthilkumar, D.Senthilkumar, A.Mariammal, T.K.Kailasam, T.Thirumalairajan and P.G.Manokaran / appellants in A.P.Nos.6 to 18 of 2019 and the respondents are the Joint Commissioner, H.R. & C.E. Admin Department and the Executive Officer, Arulmighu Kailasanathar Temple, Tharamangalam, Omalur Taluk, Salem District.

2. Against the order passed in A.P.Nos.6 to 18 /2019, the present Civil Revision Petitions have been filed. In these revision petitions, the Commissioner, https://www.mhc.tn.gov.in/judis/

Admin Department, Chennai, the Commissioner is not the proper and necessary party. The order was passed by a quasi-judicial Authority. It is evident that the A.P.Nos.6 to 18 /2019 were filed against the Joint Commissioner, H.R. & C.E. Department, Salem District and the Executive Officer, Arulmighu Kailasanathar Temple, Tharamangalam, Omalur Taluk, Salem District. It is enough, if they are shown as respondents. Therefore, the prayer for accepting the cause title cannot be entertained and the civil miscellaneous petitions are dismissed.
