Heard Mr.L.Chandrakumar, learned counsel appearing for the petitioner, who submitted that the proposed respondent viz., the State of Tamil Nadu rep. by its Secretary, Personnel and Administrative Reforms (S) Department, Fort St. George, Chennai, is a necessary party for effective adjudication of the issue involved herein and hence, the appeal is preferred by adding him as 3rd respondent.
