(ID) No. 173, Higher Education (C2) Department dated 20.09.2011 of the First Respondent was communicated only on 22.07.2015 and quash the same insofar as the Petitioner is concerned and direct the Respondents to promote the Petitioner as Instructor as was given to similarly placed persons based on the Tribunal orders dated 23.04.1993 in O.A. Nos. 2044 to 2050 and 2244 of 1993 and High Court orders dated 29.05.2013 in W.P. No. 14823 of 2013, W.A. No. 807 of 2015 dated 19.06.2015 and S.L.P. (C) No. 23252 of 2015 dated 28.09.2015 and pay all service and monetary benefits.
