The petitioner has filed this petition to direct the the 3rd respondent herein to consider petitioner's representation dated 25.07.2024 and issue road certificate for petitioner's property bearing Punjay Survey Nos.155/4, 155/5, 155/6, 155/7, 155/8, 155/9A, 155/10A 155/11, 155/12, 155/13, 155/15, 155/16, 155/17A, 155/18, 155/19A, 155/14, and 155/17B, measuring 190 cents or 1.90 Acres, and Punjay Survey Nos.156/4A, 156/5, 156/6, 156/8, 156/10, 156/11, 156/24, 156/2A, 156/2B, 156/3, 156/7A, 156/7B & 156/9, measuring 255 cents or 2.55 Acres,in No.9-Vellathukottai Village, Poondi Panchayat Union, Uthukottai Taluk, Tiruvallur District, within the Registration District of Tiruvallur and Sub-Registration District of Page No.2 of 6

2. The Petitioner, a practicing advocate of the Madras High Court and non-executive director of PR-FECT Caststeel Engineering & Valves Pvt. Ltd., purchased approximately 4.45 acres of land in Vellathu Kottai Village, Tiruvallur District, with the intent to establish a manufacturing unit under the Make in India initiative. Despite applying for a mandatory road certificate on 25.07.2024 to facilitate DTCP and building plan approvals, the 3rd respondent failed to act for over nine months. Due to the delay, the petitioner commenced construction strictly adhering to government norms. Subsequently, officials allegedly instigated by the 3rd respondent visited the site on multiple occasions, demanding bribes and issuing threats. When the Petitioner refused to comply, stop work notices were issued on 25.03.2025 and again on 04.04.2025, suppressing the pending road certificate application. Aggrieved by this harassment and administrative inaction, the petitioner has filed the present writ petition.
3. Though many grounds have been raised in this writ petition, learned counsel for the petitioner submitted that it would suffice if this Court issues Page No.3 of 6
direction to the third respondent to consider the petitioner's representation dated 25.07.2024 on merits and in accordance with law, within a time frame to be fixed by this Court.
4. Learned Government Advocate appearing for the third respondent has no objection for the said order being passed by this Court.
5. Heard the learned counsel on either side and perused the materials available on record.
6. Considering the limited relief sought for by the learned counsel for the petitioner, this Court without going into the merits of the case, directs third respondent to consider the petitioner's representation dated 25.07.2024 after giving due notice to the petitioner, affording an opportunity of personal hearing and considering the documents filed by the petitioner on merits, in accordance with law and pass appropriate orders, within a period of eight weeks from the date of receipt of a copy of this order.
