Writ Petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus directing the respondent to forthwith initiate appropriate action and to place the above irregularities committed officials under suspension on the ground of contemplation of enquiry into grave charges herein for their untoward and atrocious acts, and to further direct the respondent to consider the petitioner representation dated 15.06.2020 and direct the respondent to direct the concerned officials to reconsider previous regulation orders to treat as 'duty period' for all purposes and to disburse all consequential monetary benefits to the petitioner.

ORDER
The matter is taken up through web hearing.
2.This writ petition is filed for the following prayer; "To direct the respondent to forthwith initiate appropriate action and to place the above irregularities committed officials under suspension on the ground of contemplation of enquiry into grave charges herein for their untoward and atrocious acts, and to further direct the respondent to consider the petitioner representation dated 15.06.2020 and direct the respondent to direct the concerned officials to reconsider previous regulation orders to treat as 'duty
period' for all purposes and to disburse all consequential monetary benefits to the petitioner." 3.The petitioner claims to have been appointed as Agricultural Officer in 2009 and serving in the Agriculture Department, Government of Tamil Nadu. She has come up with the present writ petition voicing her plethora of grievances during her service career with reference to the professional relationship with her colleagues and officers with whom she had been in contact in day-to-day discharge of her duties as Government Servant. The affidavit contains myriad facts which are completely disjointed and jumbled up and this Court after going through the affidavit was simply perplexed as to the specific grievance of the petitioner which is being sought to be projected in this Writ Petition.
4.As a prelude to the affidavit, she has named 16 Officers, who according to the petitioner alleged to have committed some irregularities and she is seeking a issue of Writ of Mandamus to take action against those named Officials. Not stopping with that prayer, she is also seeking to treat some period as duty and consequent disbursement of monetary benefits to her. This Court is unable to make out any sense from the entirety of the affidavit filed in support of the petition. The scattered facts as contained in the affidavit do not coherently make out any particular cause of action for the petitioner to maintain this writ petition. This Court is aghast as to how the writ petitioner could incorporate so many disconnected facts concerning her service career and her relationship with other officers.
This Court despite the efforts taken to understand the grievances of the petitioner, ultimately its effort has been in vain as no iota of sense could be made in the entirety of the affidavit filed in support of the writ petition. 5.On the other hand, the manner in which the affidavit was drafted with cocktail of facts and averments with many loose ends make this Court think that the petitioner may probably be suffering from a disturbed/deranged mind set and being engulfed with frustration and desperation of all kinds. From the avermnets, it could be inferred that the petitioner may be suffering from persecution complex and probably due to the sad complex, she may have become scatter brained and confused not knowing how to go about to project her grievance before the legal forum.
6.Be that as it may, this Court with the hodge podge averments in full display in the affidavit cannot act on such affidavit and entertain the writ petition.
7.For the above said reasons, the writ petition is dismissed at the stage of admission itself. No costs.
