Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to supply water through pipelines to the residence of the people residing in First and Second Streets of Kumaran Nagar, Anna Nagar East Chennai-600 102.

(Made by The Hon'ble The Chief Justice) The petitioner claims that there is no water being provided to her streets. Learned counsel for the petitioner submits that earlier water was being supplied on alternative days, but even that facility has now been withdrawn.

2. We put a query to the learned counsel for the petitioner as to whether she had contacted the Councillor of her area and the Member elected to the Assembly from her area, as they are the elected representatives of the people. petitioner contacted the Councillor and has made representation, but nothing has happened.

3. Learned counsel for the respondents states that water is being supplied. It is his submission that there is water shortage in the city and the affected persons have been instructed to install hand pumps, which they have not done.

4. The aforesaid position is disputed by the learned counsel for the petitioner.

5. It is difficult for us to make out where the truth lies in this case, as it is not a trial based on evidence. No doubt, water is an essential commodity.

6. The first respondent may inform the petitioner in writing as to what is required to be met, if there is any impediment in supply of water to their locality and the petitioner would accordingly take necessary steps. The streets in question would of course be provided with water by the respondents in the mean time on parity with the surrounding areas.
