pass orders for granting permission for Tie-up arrangement with the Government District Headquarters Hospital, Tirupattur for Clinical Practice Training for Nursing and Allied Health Sciences Courses in favour of the Petitioner College in consideration of proposal submitted by the 4th respondent in Na.Ka.No.0001/Ni/2023 dated 06.06.2023 and Na.Ka.No.2322/Ni/2023 dated 27.06.2023 respectively within a time frame to be fixed by this Court.

The petitioner is a trust and manages an Engineering College in Molagarampatti. It had commenced the Health Science Courses in the year 2017. Thereafter, it claims to have submitted applications seeking approval for D.Pharm, B.Pharm and Pharm.D courses in Pharmacy Education stream, B.Sc. Nursing and GNM Diploma courses along with AHS courses under Nursing / Patient Care education course. 2.The applications had been submitted to the 3rd and 4th respondents in the year 2019 seeking permission for tying-up with the Government District Headquarters Hospital, Tirupattur. 3.The petitioner is aggrieved by the long pendency of his applications and has hence approached this Court by way of a mandamus 2/5

directing R3 to pass orders to grant permission to tie-up arrangements with the Tirupattur Government Headquarters Hospital for clinical practice and allied Health Science course.

4.The petitioner had earlier approached this Court in WP.No.10885 of 2023 seeking processing of the applications and by order dated 11.04.2023, there was a direction to the respondents to consider the same. Some of the permissions had been granted and in respect of the other applications feasibility reports had been submitted by the 4th respondent to the 3rd respondent.

5.According to the petitioner, the matter is pending before the 3rd respondent in respect of the prayer for commencement of Nursing and AHS courses.

6.Mr.K.Tippu Sultan, learned Government Advocate for the respondents states that the pendency of the application is for want of certain particulars from the petitioner's end and the delay is thus attributable only to the petitioner.

7.In such circumstances, it would suffice to permit the petitioner to approach the Director of Medical and Rural Health Services/R3 with all materials in support of its application as stipulated in letters dated 22.06.2021 and 12.07.2023. If any other particulars are required, let R3 3/5

intimate the petitioner. An order shall be passed on the application of the petitioner within a period of four (4) weeks from date of receipt of complete particulars from the petitioner, after hearing the petitioner as well.
