Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus, directing the 1st respondent to grant licence to the petitioner to carry on the business of Spa and Saloon by considering his application dated 02.04.2024 within the stipulated period of time, in accordance with law and forbearing the respondents 3 and 4 from interfering with the petitioner's business of Spa and Saloon at No.12, Tatia Nagar, Sriram Nagar Main Road, Nolambur, Mogappair, Chennai-95. This writ petition has been filed seeking for issuance of a Writ of Mandamus directing the first respondent to grant licence to the petitioner to carry on the business of Spa and Saloon by considering his application dated 02.04.2024 within a stipulated time, in accordance with law and forbearing respondents 3 and 4 from interfering with the petitioner's business of Spa and Saloon at No.12, Tatia Nagar, Sriram Nagar Main Road, Nolambur, Mogappair, Chennai-95.

2. Mr.D.B.R.Prabhu, learned Standing Counsel accepts notice for respondents 1 and 2 and Mr.Habeeb Rahman, learned Government Advocate accepts notice for respondents 3 and 4.
3. It is the contention of the petitioner that though he has complied with all the requirements as set out by the respondents herein, the first respondent is not issuing the Trade Licence and therefore, he is unable to peacefully carry on his business.
4. Considering the limited prayer sought for and after hearing the learned Standing Counsel for respondents 1 and 2 and learned Government Advocate for respondents 3 and 4, a direction is issued to the first respondent to consider the petitioner's application for Trade Licence dated 02.04.2024 and pass appropriate orders on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order and issue Trade Licence, if the petitioner has complied with all the requirements. It is needless to state that keeping in view the earlier orders of this Court, the respondents shall not disturb the business of the petitioner. 3/5
5. With the above directions, the writ petition stands disposed of. There shall be no order as to costs. Consequently, the connected Writ Miscellaneous Petition is closed.
