The petitioners, being post graduates in Coimbatore Medical College, at the time of admission, had submitted all the original certificates. The petitioners had applied for the post of Assistant Civil Surgeon in respect of the notification issued by the Kerala Public Service Commission and also participated and written the examinations and the results was also published through on-line and the petitioners were shortlisted for interview and for that purpose, the Kerala Public Service Commission called them for One Time Certificate Verification on 27.06.2016 and it has been further extended till 14.07.2016.

The learned counsel appearing for the petitioners would submit that for the limit purpose of One Time Certificate Verification, the second respondent may be directed to return the original testimonials and the petitioners undertake to resubmit the same after One Time Verification was done by the Kerala Public Service Commission and also invited the attention of this Court to the interim order dated 05.07.2016 made in
W.P.(MD).Nos.11855 to 11859 and 11862 to 11875/2016 and WMP(MD).Nos.9088 to 9092 and 9094 and 9107 of 2016.
3. Heard the submissions of Mrs.G.Rajalakshmi, learned Government Advocate appearing for the respondents.
4. It is relevant to extract para 7 of the interim order dated 05.07.2016 made in W.P.(MD).Nos.11855 to 11859 and 11862 to 11875/2016 and WMP(MD).Nos.9088 to 9092 and 9094 and 9107 of 2016: "7. Accepting the undertaking given by the petitioners that they will not breach the promise given in the bond and they will execute sworn affidavits to that effect, this Court directs the second and third respondents in all writ petitioners to give the original certificates for a week to the petitioners so as to enable them to participate in the Certificate Verification, only on production of the individual sworn affidavits by each of the petitioners giving an undertaking that they will not breach the conditions in the bond executed by them.
The respondents 2 and 3 in all writ petitions are directed to give such original certificates of the respective petitioners for only one week from the date of receipt of a copy of this order and the petitioners shall return the same to the respondents 2 and 3 within one week, i.e., on or before 13.07.2016 as stated by them by executing sworn affidavits. The miscellaneous petitions are disposed of accordingly."
5. In the light of the above, the respondents 2 and 3, on execution of
affidavit of undertakings by the respective petitioners, shall handover the original certificates/testimonials for the purpose of One Time Certificate Verification to be done by the Kerala Public Service Commission forthwith and the petitioners shall return the same to the respondents 2 and 3 within a period of one week thereafter from the date of verification done by the Kerala Public Service Commission.
