PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the respondent to grant permission and police protection to conduct the cultural event viz., Adal Padal (Song and Dance) program to be held on 22.05.2023 between 06.00 PM to 11.00 P.M., onwards in connection with Kongaiyamman Temple situated at Nalanga Nallur Village, Morasapalli Post, Pernambut Taluk, Vellore District - 635 810 by considering the petitioner' representation dated 04.05.2023.

ORDER

This Writ Petition has been filed to direct the respondent to grant permission and police protection to conduct the cultural event viz., Adal Padal (Song and Dance) program to be held on 22.05.2023 between 06.00 PM to 11.00 PM in connection with the Temple Festival of Kongaiyamman Temple situated at Nalanga Nallur Village, Morasapalli Post, Pernambut Taluk, Vellore District - 635 810 by considering the petitioner' representation dated 04.05.2023.

The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of Kongaiyamman Temple situated at Nalanga Nallur Village, Morasapalli Post, Pernambut Taluk, Vellore District - 635 810 on 22.05.2023 between 06.00 PM to 11.00 PM, the petitioner has sent a representation dated 04.05.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed. 2/5

3. The learned Government Advocate (Crl.side) appearing for the respondent submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.

4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondent police.

It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 04.05.2023 and pass suitable orders based on the above said circular. 3/5
