ORDER
The Writ Petition has been filed to direct the first and second respondents to grant permission to conduct the cultural programme of Adal Padal on 13.05.2023 at 06.00 p.m to 11.00 p.m at "Sri Desathu Mariamman Temple Festival" Kuppanatham Village, Kuppanatham Post, Chengam Taluk, Tiruvannamalai District by consider and pass orders on the representation dated 04.05.2023 made by the petitioner.
2. The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme on 13.05.2023 from 06.00 PM to 11.00 PM in Sri Desathu Mariamman Temple situated at Kuppanatham Village, Kuppanatham Post, Chengam Taluk, Tiruvannamalai District, the petitioner has sent a representation 2/5
dated 04.05.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3. The learned Government Advocate (Crl.side) appearing for the respondent submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondent police.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed 3/5
circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 04.05.2023 and pass suitable orders based on the above said circular.
6. With the above direction, this Writ Petition is allowed. No costs.
