The petitioner has filed this Writ Petition praying for issuance of a writ of mandamus to direct the second respondent to provide a duplicate R.C.Book for his Bus bearing Registration No.TN 25 H 5846.

2.The written instructions given by the second respondent states that there is a Suit pending between the petitioner and the fifth respondent, who is the original permit holder and the original permit appears to be in the custody of the fifth respondent. That apart, the fifth respondent has raised an objection for issuance of a duplicate Registration Certificate to the petitioner.
3.Therefore, in my view, at the first instance, the petitioner should resolve the Civil dispute between himself and the fifth respondent and thereafter, it is open to the petitioner to approach the second respondent by filing an appropriate Application in the appropriate form. The Writ Petition is disposed of on the above terms. No costs.
