ORDER

This writ petition has been filed for a direction, directing the respondents to consider the representation submitted by the petitioner dated 10.08.2020, seeking to take into account his experience at Tamil Nadu State Transport Corporation (TNSTC), Kumbakonam for the purpose of selection to the post of Motor Vehicle Inspector Grade II.

2. The petitioner is qualified in Diploma in Mechanical Engineering and applied for the post of Motor Vehicle Inspector Grade II under the second respondent. The petitioner had appeared for written examination and qualified for selection process. The petitioner submitted experience certificate in respect of vehicle operation and maintenance in the TNSTC, Kumbakonam from 06.01.2010 to 01.05.2015 and also vehicle maintenance in the State Express Transport Corporation from 02.05.2015 to 09.03.2018. However, it was not considered and the candidature has been rejected. 2/4

On perusal of the counter filed by the second respondent and on the submissions made by the learned Government Advocate, it is revealed that the petitioner failed to upload the experience certificate in the manner prescribed in the notification. As per the notification, applicants are directed to upload the certificate of experience in the format in Annexure II referred to in paragraph No.6 (B) of notification in PDF format while applying online. If the required certificate is not uploaded and if the certificate uploaded by the applicant is not clear and unreadable, the application shall be rejected without any further notice.

4. The petitioner had uploaded the experience certificate pertaining to the TNSTC, Chennai and not uploaded the experience certificate pertaining to TNSTC, Kumbakonam. That apart, the experience certificate was signed by the petitioner alone, without getting it signed by the issuing authority and office by whom certificates were issued as proof. That apart, the entire selection process has been now over and as the representation submitted by the petitioner is cancelled, this Court is inclined to dismiss the writ petition. 3/4
