(Order of the Court was made by K.K.SASIDHARAN, J.) Learned counsel appearing for the petitioners made an endorsement indicating that he is withdrawing the writ petition with liberty to file a civil suit.

2.While permitting the learned counsel for the petitioners to withdraw the writ petition, we decline to grant liberty to file civil suit, in as much as no such liberty is necessary in case the petitioners are otherwise entitled to approach the civil Court. 3.The writ petition is dismissed as withdrawn.
