Petition filed under Article 226 of the Constitution of India for the issuance of writ of mandamus, directing the respondents to regularise the services of the petitioner in the post of Junior Assistant from the date of appointment with all consequential and other attendant benefits including arrears of salary and promotion on par with juniors based on the representation submitted by the petitioner dated 09.10.2014.

The petitioner was appointed on compassionate basis as Junior Assistant-cum-Typist in the office of the Chief Educational Officer, Chennai, by order dated 20.12.1996, issued by the Director of School Education. The third respondent issued a consequential order dated 31.01.1997 appointing her to the post of Junior Assistant-cum-Typist. The petitioner joined service on 06.02.1997. Thereafter, she was transferred to Villupuram District and posted as Junior Assistant-cum-Typist in Government Girls High School, Vikrawandi.
2. The petitioner was later appointed as Junior Assistant based on her option by proceedings dated 18.12.2000 on the file of the District Educational Officer, Villupuram. The petitioner has been working in the said capacity ever since her appointment on 06.02.1997. The petitioner submitted series of representations to regularise her service with effect from 31.01.1997. The last representation was made on 09.10.2014. The proposal is now pending before the third respondent.
3. The third respondent is directed to forward the representation submitted by the petitioner dated 09.10.2014 to the second respondent. The second respondent is directed to consider and dispose of the said representation on merits and in accordance with relevant Rules. Such exercise shall be completed within a period of four months from the date of receipt of a copy of this order.
4. The writ petition is disposed of with the above direction. No costs. Connected miscellaneous petition is closed.
