ORDER
This writ petition has been filed to call for the records of the 2nd respondent pertaining to the impugned notice dated 16.05.2024 in S.No. 3001 and quash the same and consequently direct the respondents to consider the petitioner's application dated 02.02.2024 for Trade License.
2. It is stated that the petitioner is running a soft drink distribution business in the name and style of R.K. Enterprises and possesses all necessary registrations except the trade licence. Therefore, the petitioner had submitted an application dated 02.02.2024 to the respondents seeking grant of trade licence along with all relevant documents and remitted the requisite fee. Though no action taken by the respondents for issuance of trade licence in favour of the petitioner, till date, whereas, the 2nd respondent issued a proceedings dated 16.05.2024, thereby lock and seal notice under Section 114 A of the Tamil Nadu Urban Local Bodies Act was issued against the petitioner. Aggrieved by the same, this writ petition has been filed seeking to quash the said proceedings dated 16.05.2024 issued by the 2nd respondent.
3. Learned counsel for the petitioner submitted that the petitioner's 2/5
application has been pending consideration for a long period of time and, in the meanwhile, the respondents issued the impugned lock and seal notice under Section 114-A of the Tamil Nadu Urban Local Bodies Act on the ground that the petitioner was not possessing a trade licence. According to the petitioner, such action is arbitrary and contrary to the principles of natural justice. Therefore, he prayed for issuance of appropriate directions in this regard with regard to grant of trade licence.
4. In response, learned counsel appearing for the respondents submitted that the petitioner's application for grant of trade licence is under consideration and appropriate orders would be passed in accordance with law.

Considering the limited relief sought for by the petitioner, without expressing any opinion on the merits of the claim, this Court directs the petitioner to submit a fresh representation along with the earlier representation dated 02.02.2024 to the respondents, within a period of two weeks from the date of receipt of a copy of this order. On receipt of such representation, the 1st respondent shall consider and pass orders on merits and in accordance with law, within a period of ten weeks thereafter. Till such time, the respondents are directed not to take any coercive action against the petitioner pursuant to the 3/5
impugned proceedings.
