This petition has been filed to call for the records of the 3 rd respondent in Ref.No.A1/5283/2021 dated 17.03.2023 and quash the same in so far as it places the respondents No.4-10 in the panel for the year 2017-19 and direct the 2 nd and 3 rd respondents to place the petitioners herein above respondents Page No.2 of 7
No.4 to 10 in the seniority list of Deputy Tahsildar, with all promotions and benefits accruing from the same in the manner prescribed.
2. The petitioners were directly recruited to the post of Revenue Assistant vide Proceedings of the District Revenue Officer in Na.Ka.No.A2/29950/2012, dated 12.12.2012. The petitioners after completion of departmental test, attended the mandatory training and after completion of probation, the petitioners were eligible for promotion and were recommended for inclusion in the panel of Deputy Tahsildar for the year 2019, by the District Administration vide proceedings of the 3 rd respondent in Na.Ka.No.25077 of 2019 dated 03.02.2020. Thereafter, the 3 rd respondent revised the merit cum seniority list vide proceedings in Na.KaNo.A1/5238/2021 dated 17.03.2023, citing reasons of limited estimate vacancies. Hence, the petitioners 1 to 4 were demoted/reverted to the post of Senior Revenue Inspector vide proceedings of the District Revenue Officer in Na.Ka.No.A2/32558/2023 dated 06.05.2023. Pursuant to which, the 3 rd respondent included the names of the respondents No. 4 to 10 in the panel for Page No.3 of 7
the year 2017 - 2019, despite the fact that respondents 4 to 10 were not qualified on the crucial date viz., 15 th September, for inclusion in the panel for that particular year.
2(ii). Aggrieved by the same, the petitioners have submitted representations to the respondents No.2 and 3 on 26.06.2023, pursuant to which, various communications have been sent by the 3 rd respondent on 04.01.2024, 29.02.2024 and 24.09.2024 to the 2 nd respondent seeking advise and orders with regard to the service of the respondents No.4 to 10. Subsequently, the petitioners by way of combined appeal dated 18.11.2024, issued a representation to the 2 nd respondent seeking to issue orders to amend the revised list released on 17.03.2023 and to reinstate the petitioners in the revised list pertaining to the year 2019. Hence, the petitioners have filed the present writ petition.
3. Heard the learned counsel on either side and this Court has perused the materials available on record.

Though the petitioners have raised several grounds to entertain the writ petition, during the course of arguments, the learned counsel counsel for the petitioners submitted that it would suffice if this Court directs the respondents No.2 and 3, to consider the representation of the petitioners dated 26.06.2023.
5. Considering the limited prayer now sought for by the petitioners, this Court directs the respondents No.2 and 3 to consider the representation of the petitioners dated 26.06.2023 and pass appropriate orders on merits and in accordance with law, preferably within a period of eight(8) weeks from the date of receipt of a copy of this order.
6. With the above observation, this writ petition is disposed of. No costs. Consequently, connected miscellaneous petitions are closed. 14.08.2025 msv Page No.5 of 7
