ORDER
The petitioner has come forward to file this writ petition seeking direction to the respondent to accord permission to conduct public meeting and fasting scheduled to be held on 2.10.2015 between 9.00 a.m and 5.00 p.m near Chepauk Guest House.
2. When the matter is taken up for hearing, learned Special Government Pleader appearing for the respondent on instructions has submitted that it is not possible to consider the request of the petitioner to conduct public meeting and fasting near Chepauk Guest house as requested by him, since the said place has been already allotted to Purathchikara Thozhilalar Katchi. Learned Special Government Pleader also submitted that the petitioner can be given https://hcservices.ecourts.gov.in/hcservices/
permission to hold public meeting and fasting on the back side of the Electricity Board Head Office near Kayidemillath Manimandapam, Chennai-2.
3. Though learned counsel appearing for the petitioner submitted that the petitioner will have to be permitted to conduct the meeting and fasting in the place chosen by him, this Court is not inclined to accept the said submission due to two reasons, firstly, the said place has been allotted to some other person, who is not a party to this writ petition proceedings and secondly the petitioner does not have a vested right to have his meeting and fasting in a particular place as he likes.
4. Accordingly, the writ petition is disposed of by directing the respondent to issue appropriate permission to the petitioner to conduct the public meeting and fasting on 2.10.2015 between 9.00 a.m and 5.00 p.m, on the back side of the Electricity Board Head Office near Kayidemillath Manimandapam, Chennai-2, subject to other conditions that may be imposed. No costs.
