ORDER

Heard the learned counsel on either side.

2. The second respondent is directed to consider the petition mentioned representation and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. All the interested parties shall be put on notice before passing final orders.
