Heard the learned counsel on either side.

The second respondent is directed to consider the petition mentioned representation and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. All the interested parties shall be put on notice before passing final orders.
