Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India praying to issue Writ of Mandamus, directing the respondents herein to withdraw the Lookout Circular (LOC) issued by the 1st respondent vide letter No.1/ SIC(ACK) / LOC / 2024-3470 dated 06.03.2024 and consequently direct the 1st to 8th respondents to revoke the flagging / red flagging (or show cause notice (or) any other variations (or) cancellations of conditions (or) endorsements attached to petitioner passport bearing No.W1350733 with validity until 20.09.2032 issued by the 5th respondent and thereby enable 2/6

ORDER

The prayer sought in this writ petition is for a direction to the respondents herein to withdraw the Look Out Circular (LOC) issued by the 1st respondent dated 06.03.2024, and consequently direct the 1st to 8th respondents to revoke the flagging / red-flagging and/or show cause notice and/or any other variations and/or cancellation of conditions and/or endorsements attached to the petitioner's Passport bearing No. W1350733, valid till 20.09.2032, issued by the 5th respondent, and thereby enable the petitioner to undertake his travel peacefully without any hindrance from the respondents.

When the matter was taken up for hearing, the learned Government Advocate appearing for the respondents 9 and 10 submitted that during the pendency of the present writ petition, a suspension order has been passed against the petitioner for a period of three months by issuing a Look Out Circular, vide proceedings dated 13.11.2025. A copy of the same has also been produced before this Court. In view of the above, this Court may issue suitable directions.

3. Since a subsequent proceedings dated 13.11.2025 has been passed during the pendency of the writ petition, this Court is of the view that the petitioner has to work out his remedy in the manner known to law. The Proceedings dated 13.11.2025 issued by the 9th respondent is taken on record. Accordingly, liberty is granted to the petitioner to work out his remedy in the manner known to law, if he so desires.
