ORDER
This petition has been filed seeking a direction to the 1st respondent viz University of Madras to issue original degree certificates to the petitioner for having completed the three year B.Sc., Course in Plant Biology/Plant BioTechnology from the Loyola College, Chennai (Autonomous) so as to permit the petitioner to undergo the 2 year MBA (General) in the 3rd respondent University without any impediment.
2.The case of the petitioner is that he pursued a three-year B.Sc course in the 2nd respondent college and successfully completed the same in the year
2025. Thereafter, he secured admission to an MBA programme in the 3rd respondent University. After completion of the first semester examinations, while he was pursing the second semester, the 3rd respondent university insisted that the petitioner produce the original degree certificate or provisional degree certificate issued by the University of Madras. On 12.01.2026, the 2nd respondent college informed the petitioner that the degree/provisional certificate would be issued by the Madras University shortly and subsequently, on 27.03.2026, reiterated the same. However, the 3rd respondent University did not permit the petitioner to pay the second semester examination fees for the examinations scheduled to be held in May 2026. The petitioner made a representation on 07.04.
2026 through mail to the 3rd respondent, however, there has been no response. Hence, the present writ petition has been filed. 3.The learned counsel for the petitioner would submit that this Court may permit the petitioner to make a representation to the 1st respondent, on or before 22.04.2026 along with No Objection Certificate and other relevant certificates issued by the 2nd respondent, and that this Court may direct the 1st respondent to consider the same and pass appropriate orders within a short period, including issuance of provisional certificate, if the petitioner is,otherwise eligible.
4.In view of the above, the petitioner is permitted to submit a representation, along with No Objection Certification and other relevant certificates issued by the 2nd respondent, to the 1st respondent on or before 22.04.2026. Upon receipt of such representation, the 1st respondent is directed to issue original degree certificate or provisional degree certificate to the petitioner, if there is no legal impediment on or before 30.04.2026. 5.With the above direction, this writ petition stands disposed of. There shall be no order as to costs. Consequently, connected miscellaneous petitions are closed.
