Writ petition is filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus, to call for the records of the first respondent relating to its orders in R.C.No.C3/1524/2017 dated 02.06.2017, Na.Ka.No.C3/3023/2018 dated 07.03.2018 and Na.Ka.No.C3/2321/2015 dated 06.04.2018 quash the same and restraining the first respondent from promoting any person to the post of Assistant Executive Engineer if he/she does not possess the qualification prescribed in column (3) of the Table given under Rule 4 of the Tamil Nadu Municipal Corporations Engineering and Water Supply Service Rules 1996. (prayer amended made in W.M.P.No.7526/2019 in W.P.No.1509/2019 dated 22.04.2019.
