Respondents Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records on the file of the second respondent in connection with the order passed by him in his Proc.Na.Ka.No.1439/2012/A3 dated 20.5.2016 and quash the same and direct the second respondent to consider the case of the petitioner and take a decision as the second respondent is one sided and predetermined.
