circular issued by the 2nd respondent in his proceedings in Ref.No.13435/E3/1/2013 dated 02.03.2013 and quash the same as illegal and consequentially to direct the 2nd respondent to conduct the re-counseling for the purpose of transfer for the posts of Tutors/Senior Residents/Assistant Professors in a transparent manner.
