Respondents Petition filed under Article 226 of the Constitution of India praying to issue a writ of certiorarified mandamus calling for the records of, and quashing of the reply dated 07.05.2024 sent by the Committee of Administrators 1st and 2nd respondents and consequently direct the Committee of Administrators of 1st and 2nd respondents to conduct elections in all existing 24 Dioceses as set out in Annexure III to the CSI Constitution.

Heard learned counsel for the writ petitioner. 1/5

2. Considering the nature of relief to be granted, issuance of notice to the respondents is dispensed with.

3. Hon'ble Justice R.Balasubramanian and Hon'ble Justice V.Bharathidasan (both retired), were appointed as Administrators vide order dated 12.04.2024 in O.S.A.No.198 of 2023 batch by the Hon'ble Division Bench.

The petitioner sent a request to the Hon'ble Administrators on 07.05.2024 seeking appointment to meet them and make certain submissions regarding the conduct of elections and proper administrations of CSI and CSITA.

The said request, in my view, was rightly rejected vide communication dated 07.05.2024. A copy of that communication is put to challenge in this writ petition.

I am clearly of the view that the stand of the Hon'ble Administrators does not call for interference but the learned counsel appearing for the petitioner pointed out that this Court can very well ignore the final paragraph in the petitioner's request dated 07.05.2024 and mould the relief sought for in the writ petition. 2/5

Learned counsel further points out that in the last but one paragraph of the said communication of the petitioner, the request made by the petitioner was that he may be provided with copies of the minutes, proceedings and directions which the Hon'ble Administrators issued from 18.04.2024 onwards. 8.

It may not be feasible to comply with request on individual basis, instead I would request the Hon'ble Administrators to upload all the minutes, proceedings as well as directions issued by them in the website maintained by the first respondent. Once they are uploaded anybody who is interested can very easily access and download the same. I direct the secretarial staff of the Hon'ble Administrators to carry out this uploading within two weeks from date of receipt of a copy of this order.
