Petition filed under Article 226 of the Constitution of India praying to issue a writ of Certiorarified Mandamus to call for the records on the file of the first respondent Government of India in connection with the order passed by him in Order No.75/12/04 dated 24.12.2004 and also the Press Tender Notice cover 20.12.2016 on the file of the third respondent so far as Note and condition No.1 of the other conditions incorporated in that and quash the same and direct the respondents to accept the Tender application submitted by the petitioner on 25.01.2017 and then finalise the tender.
