..Respondents Prayer:- Writ petition filed under Article 226 of the Constitution of India praying for issuance of a writ of mandamus directing the respondents to consider the representation of the petitioner dated 09.08.2020 and consequently direct the respondents to provide Electricity connection to the petitioner's factory located in Survey No.462/2B, Moramadugu Village, Krishnagiri Taluk, Krishnagiri.

ORDER
This Writ Petition has been filed for issue of writ of mandamus directing the respondents to consider the representation made by the petitioner on 09.08.2020, wherein the petitioner has sought for providing electricity connection to his factory premises.
2.When the matter came up for hearing on 01.10.2020, Mr.Varun Kumar, learned Standing Counsel took notice on behalf of the respondents. The learned counsel on instructions submitted that the electricity connection has been given to the petitioner in the year 2016 itself. Thereafter, the petitioner complained that there was a voltage fluctuation and he wanted the same to be rectified by the respondents. The officials belonging to the TANGEDCO on inspection found that some improvement work needs to be undertaken by laying extra cable lines and a transformer.
3.The learned counsel further submitted that the 4th respondent attempted to undertake the improvement work. But, however, there was some resistance from the people belonging to the locality and therefore the 4th respondent was not able to carry on with the work and complete the improvement work. 4.The learned counsel for the petitioner submitted that there is some political interference who want to prevent the petitioner from carrying on with his factory and therefore directions can be issued to the police to provide sufficient protection to enable TANGEDCO to complete the improvement work. 5.This Court has carefully considered the submissions made on either side and the materials available on record. 6.It is not in dispute that the petitioner has already provided the electricity connection in the year 2016 itself.
In order to prevent voltage fluctuations, the officials of TANGEDCO have recommended for doing some improvement work by laying cable lines and transformer. There seems to be some resistance from some quarters and the same prevents the 4th respondent from completing the work. If the said petitioner is legally entitled to get the electricity connection, the same cannot be prevented by others and the officials belonging to the TANGEDCO cannot be prevented from carrying on with their work.
7.In view of the above, there shall be a direction to the 4th respondent to continue with the improvement work and if necessary with police protection. As and when police protection is required, the Superintendent of Police, Krishnagiri shall
provide necessary police protection to ensure peaceful completion of the wok. This process shall be completed by the 4th respondent within a period of six weeks from the date of receipt of copy of this order.
8.This Writ Petition is disposed of with the above directions. No costs.
