Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus to direct 1 to 3 respondents to pass an order on the representation of the petitioner dated 19.03.2021 and further direct the 2 to 3 respondents to conduct the all examinations in the Regional languages enlisted in the Eighth Schedule of the Constitution of India.

ORDER

(Order of the Court was made by The Hon'ble Chief Justice) The grievance of the petitioner is that the Union Public Service Commission conducts examinations only in English and Hindi and that prevents a large number of candidates in the non-Hindi speaking States in the country from effectively participating therein.

2. The petitioner complains of representations being made to the appropriate Union authorities but such representations having gone unheeded.

3. Mr.V.Chandrasekaran, learned Special Panel Counsel, appearing for the first and second respondents, submits that the petition is contrary to Article 343 of the Constitution and, in any event,

the relief sought runs counter to the Official Languages Act, 1963.

4. Without going into the merits of the matter, the petitioner is permitted to carry a fresh, detailed representation to the Union Home Secretary within a period of four weeks from date, whereupon the Home Secretary should deal with the representation by a speaking order within eight weeks of the receipt thereof. W.P.No.18855 of 2021 is disposed of. There will be no order as to costs.
