Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Mandamus, directing the 3rd respondent to dispose of the petitioner's appeal dated 03.01.2024 pending on the file of the 3rd respondent within a stipulated time with a consequential direction to dispose of the petitioner's application for transfer of patta in his name in pursuant to the properties comprised in T.S.No.19/17 Virudhachalam within a stipulated time.

ORDER
By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself. In view of the order that this Court proposes to pass and also the limited relief that is sought to be granted, notice to 6th respondent is dispensed with. 2.The present writ petition is filed praying for a writ of mandamus to direct the 3rd respondent to dispose of the petitioner's appeal dated 03.01.2024 pending on the file of the 3rd respondent with a consequential direction to dispose of the petitioner's application for transfer of patta in 2/6
his name in pursuant to the properties comprised in T.S.No.19/17 Virudhachalam within a stipulated time.
3.It is submitted by the learned counsel for petitioner that petitioner purchased a property comprised in S.No.55/3C measuring an extent of 0.50 cents and S.No.55/4C measuring a total extent of 0.58 cents at Kandiyankuppam Village, Virdhachalam District. Later S.No.55/3C and 55/4C were altered as T.S.No.19/17. But 4th respondent herein vide proceedings Mu.MuA4/2758/2023 dated 22.08.2023 wrongly transferred patta for the property comprised in T.S.No.19/17 in favour of 6th respondent. It is further submitted that on 19.03.2025, petitioner submitted a representation to the 3rd respondent to dispose of petitioner's appeal dated 03.01.2024 and also applied for transfer of patta in favour of petitioner to the 4th respondent on 11.04.2025. However, the said appeal has not been considered so far by the 3rd respondent. Aggrieved by the same, petitioner has preferred the present writ petition. 4.At the outset, learned Special Government Pleader for respondents would submit that they would consider and dispose of the appeal, in accordance with law within a time frame to be fixed by this Court.

5.In view of the same, the writ petition is disposed of with a direction to the respondents to consider and dispose of the appeal filed by the petitioner in accordance with law, after affording reasonable opportunity of hearing to the petitioner, 6th respondent and any other interested persons/stake holders, within a period of 12 weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any views with regard to the merits of the appeal and it is open to the concerned respondent to consider the same on its own merits and in accordance with law. The appropriate authority shall consider the petitioner application for transfer of patta within a period of 12 weeks from the date of receipt of a copy of this order after issuing notice to the petitioner and any other interested parties and affording a reasonable opportunity of hearing to all parties. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed. 04.06.2025 Index : Yes/ No Speaking (or) Non Speaking Order pam 4/6
