Pursuant to the interim order of this Court dated 29.10.2018, the petitioner has complied with the order, by paying 25% of the penal levy on 10.11.2018, and a memo to that effect has been filed before this Court. This fact has not been disputed by the respondents and the second respondent has filed a counter affidavit and a copy of the same has been served to the other side.
