The petitioner has filed this writ petition seeking issuance of a Writ of Mandamus directing the second respondent to include her name in the panel for the year 2014-2015 for post of Assistant Draughtsman from Work Inspector Grade-III above the fifth respondent name and subsequent promotion and to pay back all service and monetary benefits.

2.Heard the learned counsel for the petitioner and the learned Government Advocate.

3.The case of the petitioner is that in the year 2014-2015, a panel for the promotional post of Work Inspector Grade - III to Assistant Draughtsman was issued where her name was omitted for the post of Assistant Draughtsman and her junior's/ fifth respondent's name was placed in the panel from Telephone Writer. For non consideration of the petitioner's name in the panel for the year 2014-2015, the petitioner has filed this writ petition. 4.The petitioner herself admitted that the panel was issued in the year 2014-2015, but there is no explanation for filing the writ petition after a lapse of nearly five years. In the absence of any proper explanation filing the writ petition after a lapse of nearly five years is un-sustainable. 5.The writ petition is dismissed on the ground of latches. No costs.
