Heard Mr.V.Vasudevan, learned counsel for the petitioner and Mr.V.Jayaprakash Narayanan, learned Special Government Pleader for the respondent.

2. The petitioner seeks for a direction to the respondent to dispose of his application dated 17.03.2014 by issuing patta to the petitioner.

3. Admittedly, there is no document to show that the land in question is a private patta land. The petitioner appears to have purchased the land by a sale deed dated 24.06.2002, registered as Document No.2743/2003 on the file of the Sub Registrar's Office, Guduvancherry from one Suresh. A copy of the patta issued to Suresh has not been filed in the typed set of papers. Therefore, it can be safely presumed that the land in question is a Government land. There is no patta issued in favour of any private party. In these circumstances, no writ of mandamus can be issued to compel the respondent to issue patta in favour of the petitioner. https://hcservices.ecourts.gov.in/hcservices/

3. In view of the above, the writ petition is dismissed. However, this will not prevent the petitioner from pursuing his representation before the authority concerned. No costs.
