Writ petition filed under Article 226 of the Constitution of India praying to issue a writ of Mandamus, directing the respondents 1 to 3 herein to redress the grievances of the petitioner as sought for in his various representations from 2012 onwards, including the last representation dated 21.07.2021 coupled with the legal notice dated 28.10.2022 so as to enable the petitioner to reach his lands in S.No.450/9 and 450/10 by making use of the cart-track, after clearing the encroachments made by third parties in Survey No.435/2 & 436 in Illupanatham Village.

When the matter was taken up, Mr.S.Kadarkarai, learned counsel on record for writ petitioner sought leave of this Court to withdraw the captioned 'Writ Petition' {hereinafter 'WP' for the sake of brevity, convenience and clarity} but made a plea to preserve all rights and contentions of the writ petitioner to pursue remedies available in Civil Court.
