2. In view of the prayer made in the writ petitions, the applicants cannot be said to be necessary parties and therefore, they cannot be impleaded as party respondents, however, to provide assistance to the Court, they are allowed to intervene when the writ petitions are taken up for hearing.

With the aforesaid, the applications are disposed of.
