Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India to issue a writ of mandamus, directing the 1st respondent to consider and dispose of the representation dated 05.03.2013 on merits and in accordance with law, within the time period fixed by this Court.

Heard Mr.Pitty Parthasarathy, learned counsel for the petitioner, Mr.B.Rabu Manohar, learned Senior Central Government Panel Counsel for the first respondent and Mr.Abdul Saleem, learned counsel for the second respondent and perused the materials available on record.
2. The prayer sought for in this writ petition is for issuance of a writ of mandamus, directing the first respondent to consider and dispose of the representation of the petitioner dated 05.03.2013.
3. The learned counsel for the petitioner submitted that it would suffice, if a direction is issued to the first respondent to consider the representation of the petitioner.
4. The learned Senior Central Government Panel Counsel for the first respondent submitted that the representation of the petitioner would be considered in accordance with law.
5. The learned counsel for the second respondent submitted that the petitioner made a complaint against the second respondent and since the analogue mode, has now been digitalized and the prayer sought for in this writ petition has become infructuous.
6. However, considering the facts and the submissions made by the learned counsel on either side, this Court, without going into the merits of the case, directs the first respondent to consider the representation of the petitioner 05.03.2013 and pass orders on merits and in accordance with law, after providing an opportunity to all the necessary parties, within a period of six weeks from the date of receipt of a copy of this order.
