Let me not go into the details of the facts of the case, because primarily now the appeal is pending before the 1st respondent/District Registrar (Admin), South Chennai, SIDCO Industrial Estate, Electronic Complex, 3d Block, 3rd Floor, Guindy Chennai. The only grievance expressed by Mr.B.Vijay, learned counsel appearing for the petitioner is that though the appeal has been preferred on 09.03.2020 and notice in the said appeal had been issued on 21.08.2020, the 1st respondent had not effectively progressed with the hearing of the appeal. The appeal is meandering around practically in the same stage without any progress. This has necessitated to file the present writ petition.

2. Mr.KMD. Muhilan, learned Government Advocate had taken notice on behalf of the 1st and 2nd respondents. In view of the nature of the order now being passed, notice is dispensed with from being served on the 3rd & 4th respondents. They are also parties in the appeal which is pending before the 1st respondent.

3. Accordingly, a direction is given to the 1st respondent to take control over the proceedings of the said appeal preferred on 09.03.2020. I am informed that notice has already been issued to the contesting respondents and they had also entered appearance. Let the 1st respondent/ District Registrar (Admn), South Chennai, Guindy, bestow some personal attention towards disposal of the said appeal and at any rate endeavour to dispose of the same on or before 13.10.2021. I am confident that the said official would adhere to the principles of natural justice during the course of disposal of the appeal.

4. With the above directions, the present writ petition is disposed of. No order as to costs.
