O R D E R

This writ petition is heard through Video-Conferencing, on account of the COVID-19 pandemic situation.

2. By consent of both sides, the writ petition is taken up for final disposal at the admission stage itself.

3. The writ petition has been filed for issuance of a Writ of Mandamus, directing the respondents to consider the representation of the petitioner dated 10.08.2020 and thereby permitting him to restore the pipelines and channelize the canal and draw water from the Common Well.

4. The petitioner has sought for a mandamus to dispose of

his representation dated 10.08.2020 alleging that the channel through which the petitioner was irrigating his father's land are blocked by one Kumaravadivel. After a representation was given, it appears that there has been an enquiry conducted by the Revenue Inspector, Thiruvalam Firka, Katpadi Taluk dated 02.09.2020 in Proceedings No.A.The.Mu.517/2020. The report is now with the first respondent-Tahsildar. The report also enclosed the statement from the Village Administrative Officer, Brammapuram Village, Katpadi. Based on the above report and the statement of the Village Administrative Officer, the Tahsildar has to conduct an enquiry and pass orders.

5. The learned Special Government Pleader, who appears for the respondents, only seeks time for disposal of the same. Therefore, it would be suffice to direct the first respondent to pass appropriate orders based on the report of the Revenue Inspector as well as the statement of the Village Administrative Officer and also enquire the petitioner and Kumaravadivel by giving them an opportunity of personal hearing and dispose of the same on or before 06.11.2020.

6. With the above directions, this writ petition stands disposed of. No costs.
