O R D E R
The Writ Petition has been filed challenging the proceedings of the second respondent dated 18.04.2025 and for a direction to the respondents to give adequate Police Protection to conduct the Jallikattu festival and other culture programme in the petitioner's Village on 01.06.2025 at 9.00 am to 04.00 pm at Madura Reddipalayam Village, Kattukanallur, Arni Taluk, Tiruvannamalai District 2.The learned counsel appearing for the petitioner submitted that in order to conduct the Jallikattu festival at Madura Reddipalayam Village, Kattukanallur, Arni Taluk, Tiruvannamalai District, 01.06.2025 at 9.00 am to 04.00 pm, the petitioner has sent a representation dated 16.04.2025 to the respondents. The second respondent rejected the representation of the petitioner dated 16.04.2025 by way of the impugned order dated 18.04.2025. Challenging the same, the present writ petition
has been filed.
3.The learned Government Advocate (Crl.side) appearing for the respondents submitted that the petitioner may be permitted for conducting the Jallikattu festival and other culture programme in his village without causing any disturbance to the general public. 4.Heard the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondents. 5.It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the impugned order dated 18.04.2025 of the second respondent is quashed. The respondents Police are directed to
consider the representation of the petitioner, dated 16.04.2025 and pass suitable orders based on the above said circular. 6.With the above directions, this Writ Petition stands disposed of. No costs.
