This Writ Petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the 2nd respondent functioning under the control of the 1st respondent to conduct the Pre - Auction and Pre- Bid on 07.10.2020 or any other date openly at the office of the 2nd respondent in the presence of Special Officer to be nominated by this Honourable Court for this Purpose and CCTV coverage by strictly following the Rules and Government Order relate to conduct of Auction/Tender of Shops enabling the petitioner along with eligible persons to participate the pre- Auction and pre- bid with adequate protection in respect of shops in total of 78 under construction in Ground Floor and First Floor of the building in Old Bus Stand of Villupuram and for the shops proposed to be constructed, as per Re-Notification dated 21.09.2020 in Na.Ka.No.7098/2014/A1 issued by the second respondent, without preventing any eligible person in any manner, by issuing Tender/Auction Schedule.
