PETITION under Article 226 of The Constitution of India praying for the issuance of a Writ of Mandamus to direct the second respondent to cancel the UDR patta issued by the fifth respondent and to grant patta to the petitioner pursuant to the representation dated 20.3.2025, which is pending on the file of the second respondent. ORDER
This writ petition has been filed seeking to direct the second respondent to act upon the representation of the petitioner dated 20.3.2025 wherein the petitioner has sought for cancellation of the 2/5
UDR patta issued in the names of respondents 6 to 15.
2. Heard the learned counsel for the petitioner and the learned Special Government Pleader accepting notice for respondents 1 to 5 and 16.
3. In the considered view of this Court, if any change is to be made pursuant to the UDR scheme in terms of cancellation of patta, the representation has to be made before the District Revenue Officer concerned. It is seen that a copy of the representation dated 20.3.2025 has not been marked to the District Revenue Officer concerned. Hence, the District Revenue Officer, Villpuram District is suo motu impleaded as the 16th respondent in this writ petition.
4. Considering the facts and circumstances of the case, the writ petition is disposed of with a direction to the petitioner to send a fresh representation to the 16th respondent along with all the relevant records and a copy of this order. On receipt of such a representation, the 16th respondent shall conduct an inquiry and after affording an 3/5
opportunity to respondents 6 to 15, pass final orders within a period of twelve weeks from the date of receipt of such a representation. No costs.
