Mr.M.Jothikumar, learned Additional Government Pleader takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal at the admission stage itself.
2. The petitioner seeks for a mandamus directing the respondents to alter the date of period of renewal as upto 31.12.2018 instead of 31.03.2018, as wrongly made in the endorsement of renewal of the Document Writers License.
3. It is seen that the petitioner was issued with a license as Document Writer in the year 1984 and the same was periodically renewed. The last of such renewal was made in pursuant to an order passed by this Court in WP.No.13293 of 2016 on 11.04.2016, however, for a period from 01.01.2014 to 31.12.2018. The grievance of the petitioner before this Court is that when Rule 12 of the Tamil Nadu Document Writers Licence Rules contemplates that every licence granted or renewed shall be valid for five years upto the 31st December of the fifth year in which the licence was issued or renewed, the present renewal granted by the respondents only upto 31.03.2018 is against the said Rule. Ventilating such grievance, the petitioner already made a representation before the respondents on 21.12.2017. It is stated that the said representation has not been considered so far.

Upon hearing the learned counsel for the petitioner as well as the learned Additional Government Pleader for the respondents and also, by considering the relevant Rule namely Rule 12 of the said Rules, this Court is of the view that the petitioner's representation dated 21.12.2017 has to be considered and appropriate orders shall be passed by the second respondent in the light of the above said Rule 12 of the Tamil Nadu Document Writers Licence Rules, for the period referred to therein. Accordingly, this writ petition is disposed of, by directing the second respondent to consider the above said representation of the petitioner dated 21.12.2017 and pass appropriate orders on the same, in the light of the said Rule 12 of the Tamil Nadu Document Writers Licence Rules. Such exercise shall be done by the second respondent, within a period of three weeks from the date of receipt of a copy of this order. No costs.
